Technical Consultant, Sexual Reproductive and Adolescent Health for Bangladesh

Purpose:

Conduct a short-term technical pre-positioning, design and concept paper development consultancy on Project HOPE’s behalf in Bangladesh for the USAID Adolescent Health Activity. The consultant will provide technical pre-positioning, strategy design and proposal writing services to develop a comprehensive concept paper by the USAID submission deadline. The period of performance is August 1, 2023 through September 14, 2023.

Duration and Location:

This is a remote assignment with a maximum of 15 full days of engagement.

  • The consultant is expected to work 20 hours per week (which is equivalent to two and half full days) for two weeks of positioning with partners and providing technical input
  • 10 full days of technical write-up (80 hours equivalent) until the concept paper submission date

Overview:

Project HOPE is exploring business opportunities in Bangladesh to grow our presence and our activities in the country. In line with our global strategy, we are conducting a positioning and concept paper writing exercise to identify and establish strategic partnerships under the Adolescent Health Activity.

Specific Activities:

  1. Work collaboratively with the Business Development team and the in-county experts to provide support in strategies, partnerships, and other positioning decision-making.
  2. Provide the main technical write up of Project HOPE’s concept submission for USAID Adolescent Health Activity in Bangladesh.
  3. Produce annotated outline for review and approval.
  4. Coordinate inputs from subject matter experts (internal team members and external stakeholders) and consortium partners to prepare material for the concept, including interviewing technical experts and/or reviewing and revising text prepared by technical experts.
  5. Deliver and finalize draft technical components according to the agreed schedule. The concept paper components include the following:
  • Cover Page
  • Table of Contents
  • Executive Summary
  • Acronym List
  • Technical Approach
  • Management and Staffing Approach
  • Monitoring, Evaluation, and Learning Approach
  • Institutional and Organizational Capacity of Consortium
  • Annexes
    1. Annex A – Organizational Structure Diagram
    2. Annex B: Proposed ten (10) Indicators
  • Annex C: A list of the three most relevant U.S. Government or other donors’ funded awards
  • Annex D: CVs of the key personnels
  1. Submit first draft to review team.
  2. Compile input from review team on the first draft in a two to three-day time period.
  3. Submit second draft to review team.
  4. Compile input from review team on the second draft in a two to three-day time period.
  5. Submit third draft to review team.
  6. Compile input from review team on third draft and send to Business Development Manager as well as Asia and Middle East Division for final review and editing.
  7. Attend proposal development meetings as requested.
  8. Work with proposal development team on deliverables.
  9. Other duties as assigned.

Requirements:

  1. Knowledge of the international development industry and donors, specifically USAID required
  2. Experience writing winning technical proposals in the field of international development, with preference given to one or more of the following: adolescent health, reproductive health, preventing child marriage, international health, innovative finance, social behavior change communication, or other relevant fields
  3. Strong writing, editing, and proofreading skills
  4. Knowledgeable in using/adhering to GPO, APA, and/or Chicago style manuals
  5. Ability to work autonomously and in team environment under critical deadline pressures
  6. High level of proficiency in MS Office applications
  7. Strong organizational skills that demonstrate a high level of accuracy and attention to detail
  8. Writing and/or editing sample will be required
  9. Bachelor’s Degree in relevant field + 15 years of relevant experience, or master’s degree in relevant field + 10 years of relevant experience, or PhD in relevant field + 7 years of relevant exp
