เปิดโครงสร้างสายวิชาการยกระดับสู่สากล

“ศุภัช ” กล่าวว่า ภายใน 3 เดือนหลังจากตนเองเข้ารับตำแหน่ง กสทช. ก็สามารถจัดตั้งสายงานวิชาการเสร็จในเดือน ส.ค.2565 ประกอบด้วย 5 สายงาน:

1. ศูนย์วิจัยและพัฒนาทางวิชาการ กสทช. (เป้าหมาย: ยกระดับสู่สถาบันวิจัยหลักของสำนักงานกสทช.)
2. สำนักวิเคราะห์นโยบาย
3. สำนักวิเคราะห์นโยบายเชิงปริมาณ
4. สำนักวิเคราะห์ข้อมูลเศรษฐกิจดิจิทัล
5. สำนักวิชาการต่างประเทศ

โครงสร้างดังกล่าวจะมีบุคลากรประมาณ 100 คน ในการขับเคลื่อนตามสายงานต่างๆ แต่ปัจจุบันยังมีบุคลากรเพียง 60 คน ในการทำงาน ซึ่งกสทช.ต้องทำงานอย่างเต็มที่และเดินหน้าหาบุคลากรมาเติมเต็มในส่วนต่างๆ

ที่ผ่านมาสายงานเศรษฐศาสตร์

ได้มีรายงานการศึกษาผลกระทบทางเศรษฐศาสตร์ที่เสร็จแล้ว 2 เรื่อง:

1. รายงานการศึกษาผลกระทบทางเศรษฐศาสตร์ กรณีรวมธุรกิจของบริษัท ทรู คอร์ปอเรชั่น จำกัด (มหาชน)
2. รายงานการศึกษาผลกระทบทางเศรษฐศาสตร์ กรณีการรวมธุรกิจระหว่าง บริษัท แอดวานซ์ ไวร์เลส เน็ทเวอร์ค จำกัด (เอดับบลิวเอ็น) บริษัทในเครือ บริษัท แอดวานซ์ อินโฟร์ เซอร์วิส จำกัด (มหาชน) หรือ เอไอเอส กับ บริษัท ทริปเปิลที บรอดแบนด์ จำกัด (มหาชน) หรือ 3บีบี

ส่องผลงานเด่นมิติใหม่กสทช.

ต้องยอมรับว่า ที่ผ่านมาเมื่อกสทช.มีนโยบายเรื่องใด เรื่องหนึ่ง หรือ มีโครงการใดๆ ออกมา ไม่ได้มีการศึกษาผลกระทบที่คาดว่าจะเกิดขึ้นตามมา ดังนั้นตนเองจึงมีแนวคิดในการจัดทำรายงานแนวทาง Regulatory Impact Assessment (RIA) เพื่อใช้ในการศึกษาผลกระทบด้านนโยบาย ทั้งก่อนและหลังการกำกับดูแล เพื่อความรอบคอบในการออกนโยบาย ซึ่งนับว่าการทำเรื่องนี้ถือเป็นครั้งแรกของกสทช.ที่ไม่เคยทำมาก่อน คาดว่าจะเสร็จภายในเดือน พ.ย. 2566 นี้

ขณะเดียวกับเพื่อทำให้องค์กรไปสู่องค์กรกำกับดูแลชั้นนำที่อยู่บนพื้นฐานของหลัก
