CHARLESTON, W.Va. — Appalachian Power is actively pursuing strategies to meet its future clean energy requirements in alignment with the Sustainable Development Goals (SDGs).

Request for Proposals (RFPs) Issued

The company has announced three Requests for Proposals (RFPs) aimed at acquiring renewable energy and battery energy storage resources. These RFPs, issued on Friday, target wind, solar, battery energy storage systems, and renewable energy certificates (RECs).

Compliance with Legislative Requirements

Under the Virginia Clean Economy Act (VCEA), Appalachian Power is mandated to meet annual escalating Renewable Energy Portfolio (RPS) requirements to deliver 100% carbon-free energy to its Virginia customers by 2050. Additionally, the company is seeking bids for solar and battery energy storage resources in West Virginia, as outlined in Senate Bill 583.

  1. First RFP: Wind and Solar Resources

Preferred project locations are in Virginia or eligible sites in West Virginia.

    Eligible sites in West Virginia include previously used electric generation, industrial, manufacturing, or mining operations such as brownfields, closed landfills, hazardous waste sites, former industrial sites, and former mining sites. Facilities must achieve commercial operation by December 15, 2028, and be within the PJM region or interconnected to the Appalachian Power distribution system.

    • Minimum size: 50 MW for wind and solar resources
    • Minimum size: 10 MW for standalone battery energy storage systems
    • Minimum size: 10 MW for resources interconnected to Appalachian Power distribution system
  2. Second RFP: Long-term Power Purchase Agreements (PPAs)

    This RFP seeks bids for up to 300 MW of solar and/or wind resources through long-term PPAs. The agreements will cover energy, capacity, ancillary services, and environmental attributes including RECs from facilities located within the PJM region or interconnected to the Appalachian Power distribution system. Resources must be operational by December 31, 2028.

    • Minimum size: 50 MW for wind resources
    • Minimum size: 5 MW for solar resources
  3. Third RFP: Renewable Energy Certificates (RECs)

    This RFP focuses on acquiring RECs, which are market-based instruments issued when one megawatt-hour of electricity is generated and delivered to the grid from a renewable energy resource. All RECs purchased must be produced from eligible energy resources as specified in the RFP.

    • Contract terms: Between five and 30 years starting January 1, 2027
    • Alternative terms will also be considered
