House panel endorses bill allowing minors to access reproductive health care services

House Committee on Youth and Sports Development Endorses Measure for Minors’ Access to Reproductive Health Care Services

The House Committee on Youth and Sports Development has endorsed, for plenary approval, the measure that will allow minors to access reproductive health care services.

Adolescent Pregnancy Prevention Act (House Bill 8910)

The proposed Adolescent Pregnancy Prevention Act (House Bill 8910) seeks to establish a comprehensive policy addressing the sexual and reproductive health needs of adolescents and provide age and development-appropriate reproductive health and sexuality education.

Access to Reproductive Health Services for Adolescents

  • If the person is 15 years old to below 18 years of age, access to reproductive health services shall be made available to adolescents without the need for consent from a parent or legal guardian.
  • If below 15 years old, who have already begun childbearing, who are pregnant, or who have experienced sexual abuse, miscarriage, sexually active, or engaged in high-risk behavior shall have full access to reproductive health services without the need of consent from a parent or legal guardian.
  • In all other cases, consent to access reproductive health services shall be obtained from the adolescent’s parents or legal guardian if the person is below 15 years of age or is mentally incapacitated.

Promotion of Comprehensive Adolescent Sexuality Education (CASE)

The Department of Education, under the proposal, will develop and promote educational standards, modules, and materials to promote Comprehensive Adolescent Sexuality Education (CASE) in schools with the assistance of other concerned agencies.

Public Awareness and Communication Campaign

The measure also designates February of every year as the month for raising public awareness on preventing adolescent pregnancy and conducting a nationwide communication campaign.
