Illinois Department of Children and Family Services to Undergo Operations Study

CHICAGO, Ill. (WIFR) – The Illinois Department of Children and Family Services (DCFS) has announced that it will undergo an operations study to improve its policies and services, particularly in relation to the investigation and response to child abuse and neglect allegations.

Collaboration with IPH Center, University of Illinois Urbana-Champaign, and Northwestern University

The operations study will be led by the Center for Innovation in Population Health (IPH Center) at the University of Kentucky, with support from the University of Illinois Urbana-Champaign and Northwestern University.

Information Gathering and Advisory Board

A project team will gather information on the challenges faced by the child welfare system in Illinois through three programs: Precision Analytics, Safe Systems, and Workforce Development. Throughout the study, an advisory board consisting of 13 members will provide input and leadership to the project team regarding DCFS operations. The advisory board’s guidance will contribute to the delivery of a final report.

Two-Year Study with Continuous Recommendations

The operations study will span a two-year period, during which recommendations will be sent to DCFS on an ongoing basis. This approach allows for immediate action to be taken where necessary to address any identified issues.

Marc D. Smith, Director of Illinois DCFS, stated, “We have made significant progress in the past four years, and using the feedback we receive from the independent review is an important next step in ensuring we are providing the most appropriate services to every child and family we serve.”

Release of Illinois Child Welfare Insights Tool

In conjunction with the operations study, DCFS has also launched The Illinois Child Welfare Insights Tool. This online data dashboard provides near real-time information to the public and is utilized by DCFS administrators.

Data Available on the Insights Tool

The Insights Tool presents data from the past 12 months, including the number of DCFS reports received, statistics on the experiences of children and families receiving services, and percentages by county of healthcare administered to children. It also provides insights into living situations.

Enhanced Accessibility to Real-Time Data

This marks the first time that the public, including child welfare advocates and families receiving services, has been granted online access to this real-time data, promoting transparency and accountability.

DCFS is responsible for protecting children from abuse or neglect by responding to reports received by the Child Abuse Hotline at childabuse.illinois.gov (non-emergency situations) or 1-800-25-ABUSE (1-800-252-2873).
