Third and Final G20 Disaster Risk Reduction Working Group (DRRWG) meeting concludes in Chennai

The G20 Disaster Risk Reduction Working Group Concludes Third Meeting

The G20 Disaster Risk Reduction Working Group (DRRWG), under the Indian Presidency, concluded the third and final meeting in Chennai today with all G20 members accepting the relevant action points under the five priority areas:

  1. Global Coverage of Early Warning Systems
  2. Disaster and Climate Resilient Infrastructure
  3. Financing Framework for Disaster Risk Reduction
  4. Disaster Response System
  5. Ecosystem-based Approach to DRR

Members noted the role of the Indian Presidency in hosting and chairing these G20 DRRWG meetings towards developing a shared approach.

Commitment to the Sendai Framework for Disaster Risk Reduction

The consensus amongst countries reaffirms their commitment towards the Sendai Framework for Disaster Risk Reduction 2015-2030 (Sendai Framework), to prevent new and reduce existing disaster risks. Extensive negotiations during the two days of the meeting brought together G20 members and invited countries besides international organizations and knowledge partners.

Enhancing Early Warning Systems and Early Action

The members agreed on accelerating their efforts to enhance universal coverage of multi-hazard early warning systems and transforming them into early action. They will foster collaborations between different stakeholders to build capacities to support anticipatory action and promote pre-arranged financing so that early action saves lives and livelihoods.

Investments in Disaster and Climate Resilient Infrastructure

Members also emphasized the need for investments in disaster and climate resilient infrastructure, with a focus on G20 Principles for Quality Infrastructure Investment. They recognized the need to strengthen public-private partnerships, blended finance mechanisms, and governance systems for resilient and interconnected infrastructure projects. They have made voluntary contributions to a compendium of good practices on disaster resilient infrastructure, in the spirit of collaboration and sharing of knowledge and expertise on infrastructure resilience among different stakeholders.

Increasing Financing for Disaster Risk Reduction

G20 stressed the urgent need to increase financing for DRR and for better integration of DRR into public and private sector investment decisions. The G20 members agreed on strengthening existing comprehensive national financing strategies for DRR that strengthen synergies between disaster risk financing and DRR financing in a risk-layered approach. They also agreed to develop and promote the use of assessment tools to analyze and quantify the economic impact of disasters.

Strengthening Disaster Preparedness and Recovery Systems

Further, the countries aim to strengthen national and global disaster preparedness, recovery, rehabilitation, and reconstruction systems and learn lessons from past disasters.

Nature-based Solutions for Disaster Risk Reduction

On the last priority, the members accentuated the need for effective application of nature-based solutions and ecosystem-based approaches for DRR.

The Disaster Risk Reduction Working Group was newly launched by Indian Presidency in December 2022, and it is India’s legacy to the G20. The Brazilian Presidency will take forward the DRRWG in December 2023.

SDGs, Targets, and Indicators in the Article

1. Which SDGs are addressed or connected to the issues highlighted in the article?

  • SDG 11: Sustainable Cities and Communities
  • SDG 13: Climate Action
  • SDG 17: Partnerships for the Goals

The article discusses disaster risk reduction, early warning systems, climate resilient infrastructure, financing for disaster risk reduction, and the ecosystem-based approach to disaster risk reduction. These topics align with the goals of SDG 11 (making cities and human settlements inclusive, safe, resilient, and sustainable) and SDG 13 (taking urgent action to combat climate change and its impacts). Additionally, the collaboration among G20 members and international organizations mentioned in the article reflects the spirit of SDG 17 (strengthening global partnerships for sustainable development).

2. What specific targets under those SDGs can be identified based on the article’s content?

  • SDG 11.5: By 2030, significantly reduce the number of deaths and the number of people affected and substantially decrease the direct economic losses relative to global gross domestic product caused by disasters, including water-related disasters, with a focus on protecting the poor and people in vulnerable situations.
  • SDG 13.1: Strengthen resilience and adaptive capacity to climate-related hazards and natural disasters in all countries.
  • SDG 17.16: Enhance the Global Partnership for Sustainable Development, complemented by multi-stakeholder partnerships that mobilize and share knowledge, expertise, technology, and financial resources.

The targets mentioned above are relevant to the issues discussed in the article. The focus on reducing the number of deaths, people affected, and economic losses caused by disasters aligns with SDG 11.5. Strengthening resilience and adaptive capacity to climate-related hazards and natural disasters corresponds to SDG 13.1. The emphasis on collaboration, partnerships, and knowledge sharing reflects SDG 17.16.

3. Are there any indicators mentioned or implied in the article that can be used to measure progress towards the identified targets?

  • Indicator for SDG 11.5: Number of deaths, missing persons, and directly affected persons attributed to disasters per 100,000 population.
  • Indicator for SDG 13.1: Number of countries that have national disaster risk reduction strategies in place.
  • Indicator for SDG 17.16: Amount of financial resources mobilized and shared through partnerships for sustainable development.

The article does not explicitly mention these indicators, but they can be used to measure progress towards the identified targets. The number of deaths, missing persons, and directly affected persons attributed to disasters per 100,000 population can indicate progress in reducing the impact of disasters (SDG 11.5). The existence of national disaster risk reduction strategies can be an indicator of progress in strengthening resilience and adaptive capacity (SDG 13.1). The amount of financial resources mobilized and shared through partnerships can reflect the effectiveness of collaboration and knowledge sharing (SDG 17.16).

SDGs, Targets, and Indicators Table

SDGs Targets Indicators
SDG 11: Sustainable Cities and Communities 11.5: By 2030, significantly reduce the number of deaths and the number of people affected and substantially decrease the direct economic losses relative to global gross domestic product caused by disasters, including water-related disasters, with a focus on protecting the poor and people in vulnerable situations. Number of deaths, missing persons, and directly affected persons attributed to disasters per 100,000 population.
SDG 13: Climate Action 13.1: Strengthen resilience and adaptive capacity to climate-related hazards and natural disasters in all countries. Number of countries that have national disaster risk reduction strategies in place.
SDG 17: Partnerships for the Goals 17.16: Enhance the Global Partnership for Sustainable Development, complemented by multi-stakeholder partnerships that mobilize and share knowledge, expertise, technology, and financial resources. Amount of financial resources mobilized and shared through partnerships for sustainable development.
