INVITATION TO BID

The City of Freeport is inviting bids for the 2021 Community Development City of Freeport Main Package Wastewater Treatment Plant Replacement. This project is funded by a Community Development Block Grant and falls under CFDA #14.218. Bids will be accepted until 2 p.m. on August 31st, 2023, at the City of Freeport City Hall located at 200 W. 2nd St., Freeport, Texas, 77541. The bids will be publicly opened and read aloud at the specified time, date, and address.

Pre-Bid Conference

A non-mandatory pre-bid conference will be held on August 17th, 2023, at 10 a.m. at Freeport City Hall. If necessary, a site tour will be conducted in the afternoon following the conference. Prospective offerors attending the site tour must arrange their own transportation. Maps will be provided at the pre-bid conference.

Project Details

The project involves the construction of a 1.6 mgd package Wastewater Treatment Plant, including blowers, waste sludge pumps, sodium hypochlorite storage and feed facilities, electrical building, yard piping, site grading, and all associated work for the proposed construction.

Bid Requirements

A bid bond in the amount of 5 percent of the bid, issued by an acceptable surety, must be submitted with each bid. Alternatively, a certified check or bank draft payable to the City of Freeport or negotiable U.S. Government Bonds (at par value) may be submitted in lieu of the Bid Bond.

Compliance and Regulations

The successful bidder must comply with the following:

  1. Paying not less than the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Department of Labor H.U.D. and contained in the contract documents.
  2. Ensuring that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual orientation, gender identity, age, or national origin.
  3. Adhering to Section 3 of the Housing and Urban Development Act of 1968, as amended, the regulations set forth in 24 CFR Part 135, and all applicable rules and orders.

The City of Freeport reserves the right to reject any or all bids or to waive any informalities in the bidding process. Bids may be held by the City of Freeport for up to 60 days from the date of the bid opening for review and investigation of the bidder’s qualifications prior to contract award.

Additional Information

All contractors/subcontractors whose System for Award Management (SAM.gov) registration is not active or who are debarred, suspended, or otherwise excluded from or ineligible for participation in federal assistance programs may not undertake any activity in part or in full under this project. Minority Business Enterprises, Small Business Enterprises, Women Business Enterprises, and labor surplus area firms are encouraged to submit bids.
