New Threats to Children’s Safety and Well-being

Morphed pornography of identifiable children (MPIC)

Morphed pornography is a growing concern for children’s safety. It involves the manipulation of a child’s image, often taken from social media, to create pornographic content that makes it appear as if the child is engaged in sexual activity. With the proliferation of apps and software that facilitate face swapping and produce high-quality images, it has become increasingly difficult to distinguish morphed images from reality. The use of morphed images is on the rise in South Carolina, according to the Attorney General’s office.

Obscene visual representations of child sexual abuse

Advancements in technology have led to the creation of virtual child pornography using Artificial Intelligence (AI). These images, either partially or entirely generated by AI, depict child sex abuse material. While the minors in these images may be virtual, they are not victimless crimes as many of them are based on actual child sexual abuse material. These images can also encourage users to seek out similar content or progress to child pornography involving real children. The creation, distribution, and possession of obscene child sexual abuse material, including in anime and other publications, have increased exponentially in recent years.

The Joint Citizens and Legislative Committee on Children is committed to addressing these two specific threats to South Carolina children. The committee has introduced bills that would amend the state’s sexual exploitation of a minor laws to include morphed pornography of identifiable minors and create the offense of Obscene Visual Representations of Child Sexual Abuse. These bills aim to provide law enforcement with the necessary tools to investigate and prosecute offenders, as well as add them to the sex offender registry.

It is crucial that South Carolina’s laws are updated and enhanced to effectively protect children from these emerging threats. By prioritizing children’s safety, the state can contribute to achieving the Sustainable Development Goals (SDGs), particularly SDG 16: Peace, Justice, and Strong Institutions, which aims to promote the rule of law and ensure equal access to justice for all.

Sen. Brad Hutto is the chair of the Joint Citizens and Legislative Committee on Children, which is comprised of legislators, Governor-appointed citizens, and agency directors. The committee is responsible for identifying, studying, and making recommendations on children’s issues to the Governor and General Assembly. By addressing new threats to children’s safety and well-being, the committee plays a crucial role in promoting child protection and welfare in South Carolina.
