Executive Order: National Emergency with Respect to Lebanon
On August 1, 2007, the President declared a national emergency with respect to Lebanon pursuant to the International Emergency Economic Powers Act (50 U.S.C. 1701 et seq.) to address the significant threats posed to the national security and foreign policy of the United States. These threats include actions by certain individuals to undermine Lebanon’s legitimate and democratically elected government, as well as its democratic institutions. Additionally, these actions contribute to the deliberate breakdown in the rule of law in Lebanon through politically motivated violence and intimidation. They also aim to reassert Syrian control or interfere with Lebanon, ultimately infringing upon or undermining Lebanese sovereignty and causing political and economic instability in the country and the region.
Continued Threats and National Emergency
One ongoing concern is Iran’s continuous arms transfers to Hizballah, which involve increasingly sophisticated weapons systems. These transfers not only undermine Lebanese sovereignty but also contribute to political and economic instability in the region. As a result, they continue to pose an unusual and extraordinary threat to the national security and foreign policy of the United States. Therefore, it is necessary to extend the national emergency declared on August 1, 2007, beyond August 1, 2023.
In accordance with section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)), the President has decided to continue the national emergency with respect to Lebanon declared in Executive Order 13441 for an additional year.

This notice will be published in the Federal Register and transmitted to the Congress.
