Administrative Burdens in Emergency Rental Assistance Programs
Amid the COVID-19 pandemic, the U.S. allocated substantial short-term rental assistance funding to localities, aiming for easier administrative procedures than regular rental assistance programs. However, this study examines the administrative challenges, including tenant and landlord engagement, through surveys and interviews with program administrators across 200 emergency rental assistance programs.
